Q Based on Policy Issuance 04-64 “Advertising on One Stop Career Center Websites”, does this mean that career centers can no longer accept advertising of any kind on their websites, or just that of training providers and program operators? Does this mean that a company, such as Home Depot, can not advertise with career centers?
A Policy Issuance 04-64 (8/11/04) instituted a moratorium on the acceptance and/or solicitation of advertising on career center websites until such time as issues related to the acceptance of advertising by career centers was researched and a definitive policy developed. DCS conducted an analysis of the issues, consulting with the DCS General Counsel and Workforce Development Administrators from a number of other states. Based on this review, Policy Issuance 04-69 “One Stop Career Center Advertising Policy” was issued on September 11, 2004.
The policy prohibits Massachusetts career centers from soliciting or accepting advertisements of private training vendors, private program operators and other entities, regardless of advertising method, unless the advertisement specifically relates to a service or activity conducted in partnership with the career center.
The policy specifically referenced an example using Home Depot to illustrate an acceptable vs. unacceptable advertising practice. An advertisement solely promoting local Home Depot employment opportunities in conjunction with a formal recruitment/referral agreement between Home Depot and the career center would be acceptable whereas an advertisement promoting any aspect of its retail business would not be acceptable.
   
Q Does the Advertising Policy apply to all media, including printed materials such as career center newsletters?
A As referenced in Policy Issuance 04-69 prohibits unacceptable advertising (as described) regardless of advertising method or medium.
